How to root a vega ptl21, android 4.1.2 ?

I have a Japanese android phone with specifications like this:
- Carrier: AU
- Model: ptl21
- Android version: 4.1.2
- Manufacturer: Pantech

I tried many methods but didn't work.
I have figured out that the bootloader has been locked by the manufacturer.
