Not sure where this sb posted: Mirrored Streaming TV channels - Asian black box

I was at an asian night market the other night. On sale was an android tv box. The name et al was sketchy. However, what caught my eye was the [not so friendly] salesman with very limited english was channel surfing not only Chinese channels but live streaming local channels in my area too. He was selling one of the black boxes for around 0. Another box was sold too, but it had many chinese channels programmed and the GUI was all in chinese too.

I didn't get much out of the salesman he says all these channels are available online. I got to thinking. Why then do I need to buy a tv box then, especially since product support and reliability would be a concern. I took a pic of the sign and box but the images are all blurry so I can't say what box this is; however, this is not the first time I seen one of these type boxes at night markets or flea markets.

I searched online but I couldn't find any where live streaming local channels that were shown to me. If someone can point me in the right direction, I'd appreciate it.
